APPOINTMENT: Davis Announces HHSA Assistant Secretary
Gov. Gray Davis (D) Monday appointed Kimberly Gates as assistant secretary to the California Health and Human Services Agency. Gates will advise the HHSA secretary on managed care programs as they relate to agency departments. She also will be responsible for "formulating, analyzing, revising, interpreting and evaluating the program and the fiscal impact of major programs and policies dealing with health, human services and employment issues in California." An Oakland native, Gates currently works for the Kaiser Foundation Health Plan, Inc., where she helps resolve contract implementation problems and oversees the group's compliance with government regulations. Gates received a dual bachelor of arts degree from Wheaton College and her master's of public policy from the Harvard University John F. Kennedy School of Government. Her appointment does not require Senate confirmation (Davis release, 1/10).
