Recently, the California Assembly voted 60-12 to approve a bill (AB 1731) -- by Assembly member Marty Block (D-San Diego) -- that would require hospitals to begin conducting low-cost screenings of newborns for congenital heart diseases. The measure would take effect on July 1, 2013, and all hospitals would have to be in compliance by Jan. 1, 2016. The bill awaits Senate action.
