California Health Care Personnel News Roundup for February 2015
California Department of Public Health
On Feb. 6, Gov. Jerry Brown (D) appointed Jean Iacino (D) as deputy director of the California Department of Public Health's Center for Health Care Quality. The position does not require Senate confirmation and compensation is $126,432 (Office of the Governor release, 2/6).
On Feb. 20, Brown appointed Karen Smith as director of DPH (Lundstrom, "Capitol Alert," Sacramento Bee, 2/21). The position requires Senate confirmation and compensation is $233,233.20 (Office of the Governor release, 2/20).
Meanwhile, DPH spokesperson Corey Egel announced that Kathleen Billingsley, the department's chief deputy director of policy and programs, will leave the position at the end of February. According to Egel, Billingsley is leaving the position for a job in the private sector (Lundstrom, Sacramento Bee, 2/12).
California Department of Veterans Affairs
On Feb. 13, Brown appointed Susan Kane as deputy secretary of administrative services at the state Department of Veterans Affairs.
The position requires Senate confirmation and compensation is $123,048 (Office of the Governor release, 2/13).
California Health and Human Services Agency
On Feb. 6, Brown appointed Kiyomi Burchill (D) as deputy secretary for legislative affairs at the state Health and Human Services Agency.
The position does not require Senate confirmation and compensation is $124,236 (Office of the Governor release, 2/6).
California In-Home Supportive Services Authority
On Feb. 20, Brown made two appointments to the California In-Home Supportive Services Authority:
- Michael Powers; and
- David Twa.
The positions do not require Senate confirmation and there is no compensation (Office of the Governor release, 2/20).
California Office of Statewide Health Planning and Development
On Feb. 6, Brown appointed Fran Mueller (R) as chief deputy director of the Office of Statewide Health Planning and Development.
The position does not require Senate confirmation and compensation is $139,476 (Office of the Governor release, 2/6).
California Public Employment Relations Board
On Feb. 6, Brown made two appointments to the California Public Employment Relations Board:
- Eric Banks (D); and
- Mark Gregersen (D).
The positions require Senate confirmation and compensation is $134,591.
Brown also appointed Felix De La Torre (D) as general counsel of the board. The position does not require Senate confirmation and compensation is $144,144 (Office of the Governor release, 2/6).
CalPERS
Paul Mouchakkaa, a managing director at Morgan Stanley, will take over as head of CalPERS' real-estate portfolio.
Mouchakkaa, who served as global head of research for Morgan Stanley's Real Estate Investing division, will manage CalPERS' $30 billion real-estate portfolio (Starkman, Los Angeles Times, 2/5).
Council on Mentally Ill Offenders
On Feb. 2, Brown appointed Jessica Cruz (D) to the Council on Mentally Ill Offenders.
The position does not require Senate confirmation and there is no compensation (Office of the Governor release, 2/2).
St. Bernardine Medical Center, San Bernardino
Darryl VandenBosch has been named president of St. Bernardine Medical Center.
VandenBosch replaces Steven Barron, who has phased out his responsibilities as president to focus on his position as Dignity Health's senior vice president of operations for its six hospitals in Southern California. Dignity is the parent company of St. Bernardine (Dignity Health/SBMC release, 2/9).
Hill Physicians Medical Group
On Feb. 5, Hill Physicians Medical Group announced that CEO Darryl Cardoza will retire at the end of March (Robertson, Sacramento Business Journal, 2/5).
David Joyner, the group's COO, will replace Cardoza (Rauber, "Bay Area BizTalk," San Francisco Business Times, 2/5).
L.A. Care Health Plan
The L.A. Care Health Plan's Board of Governors has hired John Baackes as its CEO. He will take over the position on March 23.
In the meantime, John Wallace, L.A. Care's COO, has been named interim CEO (L.A. Care Health Plan release, 2/5).
Kaiser Permanente
Oakland-based Kaiser Permanente has named Richard Daniels as its new executive vice president and CIO.
Daniels has served as interim executive vice president and CIO since 2014 (McCann, Healthcare IT News, 2/11).
St. Joseph Health
St. Joseph Health President and CEO Deborah Proctor will retire on Dec. 31.
The St. Joseph Health Ministry will lead the search for Proctor's successor (St. Joseph Health release, 2/19).
UCLA Hospital System
David Feinberg, CEO of UCLA Hospital System, will leave the university to become CEO of Geisinger Health System in Pennsylvania on May 1 ("KPCC News," AP/KPCC, 2/23).
Fienberg also is president of the UCLA Health System and associate vice chancellor of UCLA Health Sciences (Robeznieks, Modern Healthcare, 2/23).
