CHILD ABANDONMENT: Can Legislation Save Newborns?
California is among the more than two dozen states wrestling with legislative proposals to prevent the abandonment of newborn children. Although such cases are relatively rare, "the thought of abandoned newborns dying of exposure should stir the soul of every citizen," according to a recent newspaper editorial.
