CHIP: HHS Will Issue Waiver Guidance by Month’s End
HHS Secretary Donna Shalala will issue some guidance by the end of this month on new waivers that would allow certain states to extend CHIP coverage to parents, President Clinton announced Monday at the National Governors' Association meeting. The revenue-neutral waivers would allow states that have successfully provided coverage to uninsured children to extend that coverage to uninsured parents and to implement "innovative approaches" to cover additional children. Speaking at the NGA meeting in State College, Pa., Clinton said, "A lot of you have innovative ideas to use this Children's Health Insurance Program to cover more people. And that guidance will come out before the end of the month, and I just want to urge you to make the most of it" (CongressDaily, 7/11).
