Responding to the frustrations of consumers and providers alike, the California Legislature recently created a new agency, the Department of Managed Health Care, to regulate HMOs. The new department was given more visibility, more staff and a larger budget than the Department of Corporations, the agency formerly in charge of HMO oversight.
