Schwarzenegger is considering:

SB 1379 by Senate President Pro Tempore Don Perata (D-Oakland) would require the Department of Health Services to create a program to test residents' blood, urine and other body fluids for toxic chemicals and other pollutants. Participation in the program would be voluntary. The program seeks to learn more about the health risks of potentially harmful substances by measuring how much, and in whom, they are found (Bill text, 9/12).
- SB 1430 by Sen. Elaine Alquist (D-San Jose) would specify the responsibilities of local and state governments in the event of a public health emergency and would authorize first responders to isolate people who might have been exposed to biological, chemical, toxic or radiological substances that could spread to others. The measure would also permit the disclosure of information to local health departments to help prevent or control injuries or disabilities from disease (Bill text, 9/6).
