A change of administration has focused renewed scrutiny on a Stanford psychiatrist's research with inmates at the California Youth Authority in Stockton. Two years after the completion of a six-week study of a drug to treat aggression, the CYA and Stanford are each pointing fingers, trying to unravel a conflicting welter of state and federal regulations.
