MANAGED CARE: Davis Makes Appointments to New Department
Gov. Gray Davis (D) yesterday filled two positions at the Department of Managed Care, appointing Herb Schultz as deputy director of external affairs and Joy Higa as assistant director of plan and provider relations. Currently, Schultz serves as the director of government affairs for AIDS Project Los Angeles. Formerly, he was vice president of state affairs for the American Association of Health Plans. Higa is the current director of Health Sciences Governmental Relations for UCLA. She also has served as the manager of governmental relations for PacifiCare Health Systems (Office of the Governor release, 5/1).
