PROP. 10: Davis Names San Diego HHS Director to Commission
Gov. Gray Davis has appointed San Diego County Health and Human Services Director Dr. Robert Ross to the California Children and Families First Commission. The commission is charged with allocating the funds from Proposition 10, which levied a 50-cent-per-pack cigarette tax to benefit health and social programs for children. Ross, the former Philadelphia health commissioner, has taught since 1994 at the San Diego State University School of Public Health. The position does not carry a salary and does not require confirmation by the state Senate (Davis release, 5/17).
