SB 1430 by Sen. Elaine Alquist (D-San Jose) was amended to authorize first responders to isolate individuals who might have been exposed to biological, chemical or radiological substances that could spread to others. The legislation would enact the Local Pandemic and Emergency Health Preparedness Act of 2006 and specify the responsibility of local and state governments in the event of a health emergency (Bill text, 8/8). The bill moves to its third reading in the Assembly. A hearing has been set for Aug. 16 (Bill status, 8/10).
