Stem Cell Research
SB 401 by Sen. Deborah Ortiz (D) on April 26 was amended to call for a special election, to be consolidated with the Nov. 7, 2006, general election, to amend Proposition 71, which voters approved in 2004 to fund stem cell research. The bill would set new rules for public hearings, public records and conflicts of interest for members of the Independent Citizens' Oversight Committee, the Citizens' Financial Accountability Oversight Committee and the advisory and working groups associated with the California Institute for Regenerative Medicine. The bill also would establish minimum intellectual property licensing standards for research grants and loans. The bill was re-referred to the Assembly Appropriations Committee (StateNet, Subscription required).
