A measure (SB 936) by Senate President Pro Tempore Don Perata (D-Oakland) sought to revise the formula for computing how much compensation employees would receive for injuries resulting in permanent disability (Bill Text, 9/13). Schwarzenegger said the bill would increase costs for permanent disability payments regardless of severity without relying on hard data (Veto statement, 10/12) (.pdf).
Under SB 942 by Sen. Carole Migden (D-San Francisco), workers whose injuries caused permanent partial disabilities would have been entitled to supplemental job displacement benefits if they could not have returned to work within 60 days of the time the injury was found to be permanent (Bill Text, 9/17). The governor vetoed the bill, arguing that it would have encouraged unnecessary litigation (Veto statement, 10/12) (.pdf).
