AB 543 by Assembly member George Plescia (R-San Diego) would have required surgical clinics to meet additional operational, staffing and procedural standards as a condition of licensure. The bill also would have required DPH to inspect a facility within 45 days of an application being approved (Bill Text, 7/16). Gov. Schwarzenegger directed DPH to adopt similar standards but explained that he vetoed the bill because it lacked patient-safety protections that he considers necessary (Veto statement, 10/14) (.pdf).
SB 171 by Senate President Pro Tempore Don Perata (D-Oakland) would have required hospitals to adopt guidelines and procedures for nurses to transport patients (Bill Text, 9/10). In his veto message, Schwarzenegger argued that hospitals should be given more flexibility to prevent workplace injuries (Veto statement, 10/13) (.pdf).
