SB 320 by Sen. Elaine Alquist (D-San Jose) would have required state agencies to establish the California health care infrastructure program and develop an initiative for making electronic health records available to all state residents (Bill Text, 6/26). In his veto statement, Schwarzenegger said the measure is unnecessary because state agencies already are working to develop similar initiatives, and his own health care reform proposal would expand the use of EHRs statewide (Veto statement, 10/14) (.pdf).
