SB 458 by Sen. Jackie Speier (D-San Mateo) on May 4 was amended to authorize a pilot project to enroll in health plans as many as 200,000 employees who work in industries with low levels of health insurance coverage. The program, which would include coverage for preventive services, would run until Jan. 1, 2009. The bill also was amended to eliminate a provision that would allow employers, with permission from the insurance commissioner, to organize multiple employer welfare arrangements to provide health care and other benefits (Bill text, 5/4). The bill was re-referred to the Assembly Health Committee (Bill history, 5/4).
