AB 2313 by Assembly member Juan Arambula (D-Fresno) was amended on April 26 to eliminate a provision that would have allowed students who have already earned a baccalaureate degree and are pursuing an associate's or bachelor's degree in nursing to apply for Competitive Cal Grants. The amended version also specifies that to be eligible for the proposed loans, nurses would have to complete their education at a qualified registered nursing program (StateNet, Subscription required).
SB 1808 by Sen. Sam Aanestad (R-Nevada City) was amended to specify that only a physician or surgeon not engaged in the practice of medicine could participate in the execution of a prison inmate. The bill states that a nonpracticing doctor who participates in an execution would not be violating the Medical Practice Act and would not be subject to disciplinary action by the state medical board (StateNet, Subscription required).
