Sen. Sheila Kuehl's (D-Los Angeles) bill (SB 1440) would require insurers to spend at least 85% of premium income on health care benefits. The bill was amended to specify that insurers could assess their compliance with the requirements by averaging their total costs across all plan contracts or insurance policies (Bill text, 6/16). The Assembly Health Committee is considering the bill (Bill status, 6/16).
